Find rcs2log in the source-directory when running uninstalled
This is preparation for getting rid of lib-src's "stamp-*" files.

* lisp/vc/vc-rcs.el (vc-rcs-rcs2log-program): New.
(vc-rcs-update-changelog): Use it.
